Ingredients

  • 1 pound ground beef (80/20 blend)
  • 12 ounces rotini pasta
  • 4 tablespoons butter, divided
  • 4 cloves garlic, minced
  • 3 tablespoons all-purpose flour
  • 2 cups whole milk
  • 1 cup freshly grated Parmesan cheese
  • 1/2 cup heavy cream
  • 1 medium onion, diced
  • 2 tablespoons olive oil
  • 1 teaspoon Italian seasoning
  • 1/2 teaspoon black pepper
  • 1 teaspoon salt, plus more for pasta water
  • 1/4 teaspoon red pepper flakes (optional)
  • 2 tablespoons fresh parsley, chopped
  • 1/4 cup additional Parmesan for serving

Instructions

  1. 1. Bring a large pot of salted water to boil. Add rotini pasta and cook according to package directions until al dente. Reserve 1/2 cup pasta water before draining.
  2. 2. Heat olive oil in a large skillet over medium-high heat. Add diced onion and cook for 3-4 minutes until softened.
  3. 3. Add ground beef, breaking it apart with a wooden spoon. Cook for 6-8 minutes until browned and cooked through.
  4. 4. Push beef to one side of pan. Add 2 tablespoons butter to empty space and let melt. Add minced garlic and cook for 30 seconds.
  5. 5. Sprinkle flour over beef mixture and stir everything together. Cook for 1-2 minutes.
  6. 6. Gradually pour in milk while stirring constantly. Add Italian seasoning, salt, pepper, and red pepper flakes.
  7. 7. Bring to a gentle simmer and cook for 3-4 minutes until sauce begins to thicken.
  8. 8. Reduce heat to low and stir in heavy cream. Add Parmesan cheese gradually, stirring until melted and smooth.
  9. 9. Add cooked rotini and toss to coat. Add pasta water if needed for consistency.
  10. 10. Remove from heat and stir in remaining butter and fresh parsley. Serve with additional Parmesan.

Notes

Store leftovers in refrigerator for up to 4 days. Reheat gently with a splash of milk to restore creaminess.
